Azerbaijan aimed at progress and new perspectives - Farhad Mammadov

'It will take years, and perhaps, decades, to rehabilitate the occupied territories.

For now, there is no clear vision of the starting point of this process, since the sides of the Armenian-Azerbaijani conflict over Nagorno-Karabakh have not achieved peace,' said representative of the Political Analysis and Information Support Department of the Azerbaijan President’s Office Farhad Mammadov, speaking in Moscow at the presentation of book titled "Conceptual basis for rehabilitation of the post-conflict territories of Azerbaijan."

According to Mammadov, 2011 was very promising in resolving the conflict, however the negotiations could not proceed to concord, the parties failed to achieve progress.

Mammadov drew the attention of the participants of presentation to the position of Azerbaijan, which is very clear and involves a sincere desire to continue negotiations.

"The requirements of Azerbaijan to the co-chairs of the Minsk Group to hasten the negotiation process should be understood in this context. Azerbaijan’s compromises are obvious: the country is ready to guarantee security of the Armenian population of Nagorno Karabakh, establish demilitarized zone and provide them with unimpeded contacts with Armenia, promote economic prosperity and social and cultural development of both Azerbaijani and Armenian population of Nagorno Karabakh. Azerbaijan's President Ilham Aliyev has repeatedly emphasized the possibility of coexistence between Armenians and Azerbaijanis in Nagorno-Karabakh,” Mammadov said.

Mammadov also emphasized that Azerbaijan can invest tens of billions of dollars to restore normal life in Nagorno Karabakh. "Azerbaijan has completed research into the possible options for implementation of the political rights of the Armenians of NK within Azerbaijan. These studies will demonstrate the elements of the rights and freedoms that the Armenians may get being a part of Azerbaijan. Azerbaijan demonstrates the good will towards the Armenian population of Nagorno-Karabakh and focuses on progress and new perspectives, as it has enough potential and resources," Mammadov said.
